Resolved Question: I need to contact the management company for the apartment building I live in?

The managers only provide a PO box number for tenants here and I would like to know how to narrow things down to talk to a real person. The manage here lies and is very selective about who they assist. I'm so very tired and frustrated from being looked over, walked over and lied to.
